That's because Slman probably drove drunk many, many times before this incident. It was common knowledge that Salman used to drink heavily around that time. If it was kind of regular thing that Salman would drive the car even while drunk, why would people try and stop him especially, since you know, Salman is not the most receptive and obedient kind of man out there.
