I had my daughter in dubai in 2007.I have saved her stem cells in india.They exported the with special documents and everything.I remember very well at that time they had only me to sign as i am the mother.
According to them sometimes fathers are not in the picture that doesn't mean that single should be able to save their child's stem cells.
