Anuradha, Islam permits up to 4 wives at a time. The permission to marry up to four woman was given at a stage when there had been heavy war casualties and there were large numbers of widows and orphans. However, there are some really stringent conditions attached to this permission including treating each wife exactly the same as the other emotionally, financially, and physically plus having the first wife's permission to marry again. If men were forced to fulfil them in the way they are supposed to be fulfilled, no man would go beyond one! Sadly, in the subcontinent religion and society are a man's domain, hence this blatant exploitation of women in the name of religion. Also, divorce is considered such a huge taboo in the subcontinent that the first wife generally gives permission instead of asking for a divorce even if she is unhappy with the arrangement. 
I agree with SJB. There was a context because of which this practice was started. Most important of them is that the country was at war and there were large no. of male casualties at that time and the second thing was to make strategic alliances among the tribes by entering into matrimonial relation so that it can lead to peace between the tribes. But in the modern scenario I think the religious head should categorically declare that the person can be polygamous only when the country is at war and at no other times. That might help solve the menace of people taking advantage of religion or changing religion just to take home a second or third wife.
But given the situation in Pakistan they might argue that it's in a state of war.

Its actually suffering from over-population of men!! Its just dat 1 bomb here killing 1 person is publized highly and everyone thinks omg..

You might be joking but I like the idea. It might just work in countries like India where they kill girl child and have shifted the male : female ratio to an ridiculous 1000 : 830 or so in some places. It should scare the guys enough to make the necessary correction to rectify the imbalance.
