1. Again click on that video or picture
2. Go to edit....( yu know at the very top of the window...where there are options of file, edit, view....etc.)

Ok... I'll be able 2 help u😃

1-Open up a pic in PSP

2-Layers->Duplicate

3-Colors->Adjust brightness:try 80 or 90

4-Colors->Adjust->Threshold

5-Effects->Blur->Gaussian blur

6-Layers->Properties->Soft light

7-Layers->Merge all

Yupp! I'm sure what Asha said works!
I have a way to-
 1. Duplicate base layer
 2. Gaussian Blur(5.00 or whatever)
 3. Set it to whatever, I  set it to Screan, Hard Light, or Overlay!
