Blocking access to the internet - under no circumstances. Blocking certain internet sites, however, is ok. E.g. sites on child po*nography or any other sites that result in the the abuse of humans, animals, or confidential information like credit card numbers.

Every government has different laws and regulations. In an ideal world they wouldn't be censoring what the people are watching but we don't live in an ideal world so it happens, simply because those running that government think it appropriate to do so.

Google was blocked in China for political reasons.

A highly censored version of google - is available to Chinese Nationals now. However, the Chinese government filters out anything that it deems anti-national, anti-communism, support for Tibet, or any material that it deems unsuitable for the nation.
