Similar thoughts have crossed my mind several times. Some members have posted something similar in Big Boss forum when Carol, a BB contestant, wore revealing attire and people thought she looked nice whereas the same people thrashed Rakhi for wearing revealing clothes in the show. The argument was Carol being skinny could carry the dress off without adding vulgarity whereas a full Rakhi looked indecent.
Dressing according to the occasion is something I am very particular about. I dislike when people wear salwar kameez to swimming pool, coming like a new bride to the beach, wearing shorts to a party in summer unless the invite says so. Wearing a swimsuit in the swimming pool is not vulgar.
I won't categorize these actors into classy and trashy based on some movies and TV shows. But I would agree to one thing that one should wear what you can carry off. If you look suffocated in a dress then that definitely doesn't suit you. If a script demanded a French kiss or stripping for Vidya or Rani then the script also demanded much revealing clothes for item girls like Rakhi. Bipasha Basu and Mallika Sherawat started with the same kind of roles in their films but Bipasha was smart enough to move away from the sexy tag and did some good films but she still continued to wear those kinds of clothes. People didn't bother this time. It all depends on the brand of films and the way film is projected. Another mistake these wannabes do is shouting on roof top about their personal affairs to sell themselves. The ones who already reached the top needn't do that so they become classy with a no comments.

I agree with what some of you people had to say. It is really nosensical to classify somebody as cheap or vulgar when you hardly though them. Rakhi Sawant and Mallika Sherawat are consistently under scrutiny, which is highly unfair.
Doesn't anyone notice how it's always the FEMALES that are being targeted though? I never heard anything against Emraan Hashmi, rather people praise him for being the serial kisser, while Mallika is viewed as vulgar? Mallika and Emraan's scene in Murder called for some bedroom action, but I only encountered snide remarkds against Mallika??
