You cannot easily buy guns in US, for every gun purchase there is a federal background check, your firearm is registered with ATF. Also the gun used in the attack was an automatic rifle which has been banned in the US since 1986.

US Government trumps Nevada government. same as government of India trumps government of Maharashtra.Every firearm you purchase there is background check done on you by FBI, ATF. Gunshop owners will not sell you a gun without a background check, if they do so then they lose their license to sell guns. Gun laws are really strict in US, not easy to obtain a gun today.
