They might be planning to do character assassination of shiv by introducing his new daughter.

They can do anything. They can show it is Anandi and Jagya s daughter born post leap as well whom they dump some where else. They can show it is Shiv and Ashima s daughter or Shiv and some other woman s daughter.

Younger sister may be gulli or phooli daughter

Shiv s daughter... We did not see shiv s past too much, easy to introduce somethings like this...

Since the article mentions - it is younger sister - it cannot be Shiv's daughter or even Gauri's daughter. Even Sanchi's or Mahi's daughter is difficult to imagine considering creatives forgot all about Sanchi or Mahi.  Imagining J and Ganga having a child now is also impossible. Anandi may adopt this Kavita though. Most probably it (the younger sister) will be someone from Shiv Niketan - not a blood relative.
