She didn't expect that Gopal will be killed but she could have used it later to get justice for Gopal's parents who wanted the culprit to be caught. Why couldn't she do that?

Mangala is a widow. She has her limitations. The villagers will first of all not accept her even if she takes an initiative and be a social reformer.
If at all she became a social reformer, it would not go with her devima act because devima is a superstition, while social reform is not. She cant act devimaa at the same time be a social reformer.
Anandi's case was different. She was not a widow. When jagya dumped her, Bhairo and entire family including dadisa stood behind her.
Whose support did mangala have? She is forever confined to her room. If she had run away, she would have been a loser. Not everyone finds a savior. And good CVs did not show everyone finding a savior.
Now you may say, dadisa was also a widow with 2 sons. How she did it? At least she had the support of 2 boys. Raising boys in different from raising a girl (had she gone with nimboli).
