Yes, if there is a mutually agreed and signed (about the contacting the child after adoption) contract attached to the adoption before the judgement, then they can visit / talk / chat or phone (whichever media of contact mentioned in the contract) the child but may not be as a parent. However, if the adopted parent proves that the contact is affecting the child (physically or emotionally), then they may file for restrain order.
And in normal circumstances, once the adoption papers are signed by the judge, it is final and the biological parents can not back out.
