Major reshuffles in the cabinet

My understanding on a phrase is it misses either a subject or verb. Looking at this sentence I am able find both in the above.

Cabinet (body of members) - Subject
Reshuffle - Verb

Though the above looks more like a sentence to me, I will go with, 'Cabinet in major reshuffle'.

BTW, never had a flair for English Grammar.

- I will always pick fight with my sister and end up getting punished all the time. It really sounds very funny these days when me and my sister sit and reiterate those days.

- Ok what I am going to tell is not my order of preference as there isn't any. But the order how I got acquainted to. This little girl once sent a message asking for a B'day wishes to another sweet girl in the forum. Just to have fun I gave my name in the thread which turned to be a major prank. Yet another person also became a major participant.
   
    So I shared few PMs with The Prankster, The Victim and the partner in crime who became my friends one by one and took me to a bigger friends circle that I started to enjoy most.
