This has never happened before until recent times and it explains a lot.

again we are all just focusing on the problem
we are talking about it
we are asking who is responsible
stop tht
it is the past
focus on how we could help on how we could change
i am not saying the government is not responsible but don't put everything on government
there is so many things we can do but i knw its easier to blame
Government is responsible but as a citizen of India we are more responsible
do something ..start from ur city ..start from ur parents..friends
if ur aware of it ..make sure u tell ppl
i know its easy and very interesting to talk about tv shows and movies but do talk about this because there is 100% chance it could happen to u ..if it happens to ppl ur close to ..it means its happening to u
so start doing ..forget who is responsible..we can't go back and change anything
but we can learn from our past 

You need a group that is big enough to put pressure on politicians who will then put pressure on the government for change. You could petition people by getting names and have them join your group when you have that you have  something all politicians want "the public backing them". You would need to draft a clear outline of what your plans are to give your supporters a picture of what you are fighting for. For example education in primary schools regarding the importance of gender equality, streamlining processes to help support rape victims etc. One big problem you have is the actual mind set of the perpetrators they obviously believe that nothing will happen to them as these incidents are going on all the time. If they are not fearful of being caught then what measures could be put in place to make them change their view.

no y do are we focusing on politician where its ourselves we need to change
we need to change ourselves first then change politician or put pressure on them ... we have to start from something small..to do something big

In a perfect world you could look at people realizing they need to change but this is not a perfect world. People see the world and set their values influenced by family views and expectations, culture, opportunities through education, how they have been treated in life etc. So trying to make society change as an individual can't be done. You need a group of people with the same view.

Earth to the "SHALLOW MINDED PEOPLE "(who think girls are responsible ) , 90% OF the cases, involved girls who were properly covered DUH people clear your facts out then utter such statements about us. What about the 5 yr old girl , who was raped brutally ?? was she wearing make up jewelry or revealing clothes??? Give your shallow mind a rest and GET A LIFE PEOPLE. We have the right to wear anything we want to. Who are you all to dictate us what and what not to wear. Those girls who wear shorts are rarely raped as compared to those girls who were properly covered. Get your facts and head right. Was the 6 yr old girl who lived in a slum raped because of her clothes? Could she afford shorts or revealing dresses?? Instead of blaming us blame those monsters who raped all those poor victims just because they wanted to get some PLEASURE out of it , it is not because of their mental state. Instead of encouraging us to join defense classes you want us to be caged in the four walls of our house? A cage of four walls is that our future

First of all this is bullshit that clothes, late night parties or job, make up...anything is responsible for rape. if there is fault somewhere, it's with men. Rape is not about sexual pleasure, it's about to have the control over a woman's body more than her, a sadist egoistic pleasure, which tells men that women are nothing but sex toys.
What happened in the rapes in delhi, with that five year old kid, and that woman...it proved that.

Definitely provocative act and pop culture nudity skin exposure disgusting movies vulgar jokes are making men's libido uncontrollable and which in turn is making their mind sick and all the time they just want to watch po*n po*n po*n and since they do not get girls they see anyone with vagina they want to f**k f**k f**k even if through rape

Since creation of the humanity a man has always been crazy for sex it is what makes human society grow and whenever a woman has said no she got raped,

and women too have been luring men for sex by exposing their attributes

Since last 10 year we have been seeing the sex exposure in our decent society we have po*n we have nudity all the time both in Indian television as well as movies advertisements internet prostitution has increased premarital sex which was a taboo and was not there 10 yrs back is now in full bloom today

Becasue this is what UPA government has given to us they conspired against India to be finish to destroy this culture bcoz the foreigner ruling us does not like indian culture hates us and this is her way of taking revenge to destroy the very foundation of this culture this age old civilization which has been unstoppable and  undestructible for the millions of years Bharatvarsh
this is her plot to destroy India through sex and destroy the most important treasure of this country which makes her go strong all the time YOUTH OF THIS COUNTRY 

and sadly and unfortunately people who are rich corporates media secularists are all helping them in pushing India further and further to destruction
