Is Rakhi Sawant in the house? What is the point of contestants being voted out if they just go to another house?

Don't understand why Sapna is bitching so much off late. She started off with Urvahi and went to Sidhu, karishma etc. I used to think atleast she is not into this back-biting business. But its disappointing seeing her becoming partner-in-crime with Delu🤢
