Normally no, but in this case, Shiva himself announced that Kartikeya would have those 9 mothers & 3 fathers.  Different from the other examples we used in formulating the rules, where different parents were parents only by one set of rules e.g. Radha was Karna's legal mother while Kunti was just his birth mother.  But in this case, it was Shiva who accepted all the parental claims of everybody who claimed Kartikeya, so Kartikeya can be said to have had 12 parents.

 So Vasudev if also acknowledging equal claim of Nand would have counted both of them to be used as Krishna's parents in one example???
