Hindi - Adhjal gagri chhalkat jaaye

Literal - Half empty vessel keep spilling
English - An empty vessel makes a lot of noise
Meaning - A stupid person keeps boasting.

Oops, my previous message was not related to animal.
Anyway, take these
1. Langoor ke haath mein langoor
2. Kala akshar bhains baraabar
3. Ghar ki murgi daal baraabar

Here's one:

Dhobi ka kuta na ghar na ghaat ka.

Translation: The cleaner's dog, who is neither from home or from the cleaner's place.
Meaning: Basically, the person has no place left to stay.
