I think it is the strict interpretation of religion that discourages enquiry.  Religion, in its basic form, teaches a way of life that is harmonious with our surroundings --- haormonius with every being in our universe.  Most religions began with a solid scientific background - whether it was certain rituals like bathing before you pray or prepare prasad to maintain hygiene or certain other eco-friendly rituals like like burning the dead bodies per hinduism.  Problems crop up when folks close their minds and put blind faith in their religion --- be it any religion and they make the rituals the parameters to which they confine their lives knowing fully well how certain rituals have been long outdated due to drastic change in our lifestyle and quality of life.  Religions that don't adapt to change are the ones that discourage "enquiry".
 
Another thing that quashes "enquiry" is the fear some folks have that their god is a cruel taskmaster - that they will be punished if they dare question the stories that have been floating around for centuries about their God and God's actions etc.  This belief undermines the Karma theory and places too much power in the God's hand - God that, I feel, is non-interfering to begin with. 
 
The main culprits behind discouraging enquiry of religion and religious texts are the preachers and the blind followers.  God gave us a brain to analyze things that we see around us and that we read about what happened when wer were not around.  So, for folks who are devout followers of their respective religions - I would like to ask them why they choose to insult their god by NOT using the brain that the god has given them?
 
Lets not blame the religion when the fault clearly lies with the preachers and blind followers.
Except for the word, I agree with you completely, I think they had a great analytical mind, they didnt have the tools to experiment it scientifically then, it took us 24 centuries to generate those tools, but the fact that they came up with that framework that long ago tells us what a superior human race we had then and tells us how good we can be if we put the minds to right use.
 
If you read through all the verses, everywhere they talk about of Cold water bathing.
Simple science tells us, if you put cold water on your body you shrink, and close out your pores and close away the dirt on your skin. If you put warm water on your body your skin expands and the pores open up and you wash away the dirt.
 
But analytics is the origin of science too!!
 
The above isnt my argument, was a position that someone suggested in a debate a while ago(not on IF though, somehow debates on DM become more of shouting and less of arguments)

whats wrong with being scientific back then. I feel that science was much devp then too perhaps even more then it is now ! The pushpak viman, the warheads used in mahabharata are evidence of advanced science !
