Is it just my lappie or is it like tht..I can see the design just at the top...as i scroll down its plain blue :S

Hey there...I think I like the new background. First, I thought it is Halloween special . Anyways, why does it not extend to the entire page....when i scroll down, it's plain blue...would love to have it all over--from top to bottom.
